Phanuel brings a strong focus on the ICB’s statutory duties to improve population health, reduce health inequalities, promote integration and ensure effective stewardship of public resources. He is particularly experienced in holding executive teams to account, shaping inclusive system cultures, and strengthening collaboration between NHS organisations, local authorities and community partners.
Alongside his NHS role, he is Director of Ipswich and Suffolk Council for Racial Equality, a long-established human rights charity, Phanuel holds several trustee and non-executive positions across VCSE, education and criminal justice organisations. These roles reinforce his commitment to good governance, transparency, and meaningful engagement with the communities the NHS serves.
He holds an MBA and lives in Suffolk.
