Mark has worked in the NHS since 2009, building extensive experience in primary and community care and system transformation. As Executive Director of Primary Care and Neighbourhood Health for Norfolk, he leads the commissioning and development of services that enable people to stay well in their communities and access coordinated, high-quality care when needed.
He began his NHS career leading a Department of Health-sponsored Integrated Care programme, helping to embed partnership approaches that now underpin integrated care systems. Since then, he has held a range of senior leadership and executive roles, including Director of Primary and Community Care at NHS Norfolk and Waveney Clinical Commissioning Group. In these positions, he led multidisciplinary teams through significant change, overseeing service redesign and strengthening collaboration across organisational boundaries.
Mark focuses on ensuring primary and community services are resilient, responsive and aligned to the needs of local people. As demand increases and population needs evolve, he works closely with partners across health, local government and the voluntary sector to shape sustainable, joined-up models of care. His leadership combines strategic oversight with practical delivery, ensuring plans translate into tangible improvements for patients and communities.
Norfolk has long been home for Mark and his family, and after more than 16 years working in the local NHS, he is deeply committed to improving health and care for the communities he serves. Outside of work, he enjoys cycling and spending time outdoors. He has also been involved with the Royal Norfolk Show for a number of years and currently serves as Assistant Head Steward.
