With more than 30 years’ experience across the NHS and wider health and care system, Amanda Lyes brings deep system knowledge and a strong commitment to public service. In her role as Executive Director of People, Governance and Corporate Services, she ensures the ICB has the leadership, culture and core capabilities required to deliver safe, inclusive and integrated care across Norfolk and Suffolk.
At the heart of Amanda’s work is a belief that people are the NHS’s greatest asset. She is passionate about creating environments where staff feel valued, supported and inspired, recognising that compassionate leadership and inclusive cultures are essential to improving outcomes, reducing inequalities and delivering sustainable services—particularly for communities most at risk of exclusion or poor access to care.
Her portfolio spans workforce, HR, organisational development, corporate governance, risk, estates and communications. This includes oversight of the People Plan, system-wide estates and digital transformation programmes, the Green Plan, the Shared Care Record, and the development of strong governance and assurance frameworks. By aligning these core enablers with clinical strategy, population health priorities and financial sustainability, Amanda enables effective decision-making and transformation at pace.
Amanda’s career includes executive leadership roles across provider, commissioning and system organisations. Previous positions include Director of Corporate Services at NHS Suffolk and North East Essex CCG, and Director of People and Workforce at Suffolk and North East Essex ICB. She is particularly proud of supporting some of the highest staff engagement scores nationally, achieving Investors in People Platinum, and delivering large-scale transformation without compromising values, inclusion or staff wellbeing.
Her leadership style is guided by integrity, inclusion and kindness. Colleagues describe her as values-led, strategic and delivery-focused, with a strong emphasis on partnership working, governance maturity and team culture.
Alongside her executive responsibilities, Amanda holds honorary appointments with the University of Suffolk and the University of Essex, where she mentors future system leaders and supports health and care workforce research. She also contributes to national thinking on integrated care through her academic and system leadership roles.
Outside of work, she enjoys country walks, exploring new food experiences and spending time with her family—grounded by a belief that small, consistent acts of compassion can make a lasting difference.
Amanda is the ICB’s Accountable Emergency Officer and, in this role, is a voting member of the Board.
